2020-028 Kingston Fire Maintenance Garage

Project Description

The work will consist of constructing a new 2 or 3 bay vehicle maintenance garage facility that will feature a pre-engineered “frame-less” super-structure with enhanced building envelope and energy efficiency characteristics in order to meet net-zero ready energy performance targets associated with the City’s sustainability plan.

The 730 square metre (7,860 sq.ft) facility with foot print dimensions of 31.35m x 22.35m (102’-10” x 73’-4”) will be located at 3 Terry Fox Drive within the site of Kingston’s recently created state of the art Fire Training Centre. The requirement will call for a general contractor to retain the services of a pre-engineered building manufacturer to design and supply a building superstructure meeting the structural and architectural performance specifications outlined in the RFP documents. The contract will see the successful proponent provide design work associated with the pre-engineered structure in coordination with the City’s Architect, Civil Engineer and the City Project Manager who will liaise with the client in order to deliver a building meeting client requirements. Site work which may run concurrently and/or in advance of the pre-engineered structure design will see full site servicing which at the Owner’s option may also include a sanitary forced main system aimed at extending sanitary services to another location on site. Additionally site landscaping, road works, and the construction of a storm water management pond will facilitate the new development and integrate it with the Fire Training Centre site plan.

As part of the price submission process, proponents deemed compliant in the technical evaluation stage may also be asked to submit an alternate scenario price for a smaller 2 apparatus bay wide garage in case sufficient funds are not available for the larger desired facility. The City will advise further instruction if deemed necessary

Aside from the constructing the building, the project scope of work will include full site servicing including electrical, telephone and internet, water, sanitary including a storm water system that includes a new management pond. Site works will include landscaping and resurfacing of the existing roadway on site leading to the facility and establishment of new parking asphalt parking areas and access driveways. The site will also include security elements such as perimeter fencing and gate. Construction shall be in accordance with the best industry practices regarding public safety, work site safety and environmental protection. Adherence to the requirements of occupational health and safety act will be considered paramount.

Please see Tender form for Credit for Under Scenario B, the City would seek to proceed into contract for the construction of a smaller facility of similar specification with some modification. Essentially this alternate price Scenario B would consist of a reduced footprint size for the apparatus bay portion of the facility. It would feature a 2 bay wide apparatus space instead of the 3 bay wide facility detailed in the drawings. Higher level details and graphical depictions of Scenario B are provided in Appendix B.2
